You need to get one from a country that issues them. Lloyds TSB or Halifax in Spain is a good choice.
You can if you have a UK address. I don't know of any UK banks that will open an account for someone with only an Irish address, besides Ulster Bank and First Trust, but neither of them issue VE cards in any case.Can I get one in UK or does the fact it is a sterling area make that impractical?
If you want a EUR account, I don't know of any other way. That's assuming that you have only an address in Ireland anyway.Would I have to open a Spanish bank account?

Aer Lingus do not consider the virtual entropay card to be a Visa Electron.
I think the only way not to pay the AL handling fee is not to travel with Aer Lingus.
