It's a wordpress based based site and comments being allowed are standard unless 'comments are closed' on a particular page or post.
The about page has comments closed but the site creator/author shouldn't have the 'comments are closed' text visible because it looks unprofessional. A bit of playing about with the coding would have sorted that.
To me it's only a site set up by someone to make money off the ads. The contact email is via gmail rather than by an email address like info@*****************.com (which could be easily done with a redirect to his gmail account)
They have a 'privacy' page which is required by google if you run their ads.

It's only a site set up to capitalise on inputted google search terms related to 'money', 'guide', 'ireland' & money guide ireland - find the best rates on savings accounts, mortgages , loans, insurance, tolls, broadband, mobiles, electricity. discounts for shopping too. etc.
