TV licence Reminder

I renewed mine last week and there was a message from An Post to be aware of a scam currently running. Message appeared after I paid but looks fine.
It seems a notice is being sent via email out with your name but address is missing. The proper notice has your address.

It's actually quite easy - it's called a Flash SMS

Network providers have been editing their SMS messages since I first had a mobile phone in 1997.
I don’t see any difficulty in a message being deleted as described.

What I find most surprising is that An Post is are still sending reminders.
It was announced a couple of years ago that the TV Licence as we know it is being replaced by a “communications licence” or similar. I moved house since then and it’s the first time I’ve never received a letter about TV Licence. I’m assuming the focus is on getting the new system up and running rather than compliance to the old.
