They are but are you sure that PTSB give a list of ALL rates on offer at the end of a fixed rate period? Many lenders do not. I wouldn't be surprised if PTSB did not either.
 
Well i don't know if they do it for everybody but my fixed term is up on the 18th of this month and i received such a list just last week. So i can only speak for myself really. In saying that i would not expect that they would be selective in who they send it out to. Maybe the OP can let us know if they get one of these.

tracker rate
variable rate
3 year fixed
5 year fixed
7 year fixed
10 year fixed

PTSB do send a full list of rates out. They sent them to my girlfriend when her fixed term was up.
