The Direct Debit scheme for Ireland (as operated by the Irish Retail Electronic Payments Clearing Company, a company under the IPSO umbrella does not cover credit cards.
There is in fact no direct debit scheme for credit cards. What purports as a direct debit on a credit card is in fact an agreement which you have entered into with the payee (the insurance co in this case), to allow them to charge multiple items to your account.
However, as with direct debits, if you want to cancel this, you should notify your bank that you have withdrawn your mandate to this company, and that future payments are not authorised by you.
