Did they actually finance Avalon House directly tho? My understanding is that the capital borrowings for AHBs (which PMVT comes under) finances the borrowings to purchase buildings for use by the charity, but the DHRE is paying for *services* rendered. Think its the Housing Agency which oversees the capital purchase scheme they use?From The Dublin Inquirer:

According to the finance reports the Dublin Region Homeless Executive (DHRE) paid €2.36m for Avalon House in 2020, €2.3m in 2021 and €2.4m in 2022. It notes the service provider through those years as the Peter McVerry Trust.. A spokesperson for the DRHE says the building is not currently used for anything, but that the Department of Housing has approved funding for renovations so it can be used again.

The article doesn't mention anything about capital financing / purchase of the property... The article was raising questions as it wasn't clear why DHRE were paying the monies or even who the recipient of the monies were.
