Telephone allowance

I am on the household benefit package and was receiving telephone allowance before it was stopped. I read somewhere that it started again in 2018, should I be receiving this again?
 
do I not already have an account if I am receiving Electric and fuel allowance? When I telephoned Sligo they told me to write a letter
 
You do not have an account if you never registered for one, you don't get one automatically. Ring Sligo again and ask them to send you out a FREEPOST envelope addressed to the appropriate benefits section.
