Tax Relief on Pension Contributions

If I am resident in N Ireland but have self employed income in Ireland can I claim normal tax relief at marginal rate in Ireland on contributions made into a UK pension fund. Or do the pension contributions have to be into an Irish pension fund to qualify for Irish tax relief? I know that any medical expenditure will qualify regardless of what jurisdiction the costs are incurred but can't find anything in relation to RAC relief for pensions.
 
A UK pension wouldn't be an approved pension in order to claim tax relief against Irish income.

Is it possible therefore for a non resident to set up a separate Irish pension scheme in order to qualify for tax relief on the contributions agianst their Irish income?
