The laws haven't changed in the recent past; the thresholds, multipliers, percentages, etc. have been adjusted from time-to-time.

As highlighted by Vanilla above, these issues can arise if there has been inadequate tax-planning or a lack of foresight when family businesses or property are transferred through the generations.

Laws are often perceived as stupid or unfair by those they adversely affect, rarely by those they benefit.
