MM's Dáil statement is a coded way of saying that what appeared in the public domain was largely nonsense.

What is true is that diplomats are literally paid to socialise with influential people in the country they operate in, and one can assume the Russians are no different. Irish diplomats do this in dozens of cities worldwide.
 
There are, according to reports on the matter, only 6 or so Russian diplomats left in their very large embassy. If there's spying going on it's not with their diplomats over kebabs in Abrakebabra.
 
There's a few Russian stooges who were previously TD's and MEP's. They might know who it is.

If there was a move towards a EU army / defense they could be useful to influence public opinion, although there's already enough that would do that. Get enough onside and politicians will change policy. Look at all the Remain Tories who went for Brexit.
