They have a right to demand it. There is no legal impediment against doing so. Employer has GDPR and other obligations in how such information is treated, but this is not the same.

I’ve twice successfully squeezed a public sector employer for a higher starting salary and each time involved attention of experience in one case previous salary. That’s how it works.

Did they ask for copies of your tax returns?
 
GDPR requires the data controller to state what they require the information for, and that there should be transparency around its use. This doesn't seem to be happening here.

If their employer is discriminating against them by underpaying them relative to comparable co-workers, they can do so without consequence?

I'd be very nervous about gathering that sort of information on prospective employees for that very reason.

What if they refuse to give the information and don't get the job because of that? Would the WRC be interested in that?


Why would any employer want to know about your previous pay levels?
They should only be interested in what you are worth to them.
