GDPR requires the data controller to state what they require the information for, and that there should be transparency around its use. This doesn't seem to be happening here.
 
So the OP accepts the job offer and goes to work. Then goes to the WRC to say they should have been on a higher salary scale.

What is the case at the WRC? They’ve accepted the job offer.
If their employer is discriminating against them by underpaying them relative to comparable co-workers, they can do so without consequence?

I'd be very nervous about gathering that sort of information on prospective employees for that very reason.

What if they refuse to give the information and don't get the job because of that? Would the WRC be interested in that?


Why would any employer want to know about your previous pay levels?
They should only be interested in what you are worth to them.
