3) Yes the base would connect to the ATA which is wired to the router. BTW if you have a WiFi router and signal strength is not an issue you might want to consifer a WiFi phone (bit like a DECT but the wifi router is your base and it has extra menus for configuring) instead of an ATA though if you already have a DECT it probably isn't worth it.
4) Yes, if using an ATA the computer can be turned off, it connects to the router. The only time you may need the computer on is if you are trying to configure the ATA.
 
Skype is excellent. I highly recommend it! I rang an Aussie mobile number this morning using Skype, talked for 23 minutes, and it cost me just a little over €3.
Sound was excellent for both sides of the conversation

BTW, I used a PDA (with wifi) to make the call....
