Rural Node Versus Village Status.

I've only heard the term "Rural Node" in the year 2024.
It seems to be a new method of downgrading the status of a Village.
I assume to save money for the State in not having to provide or maintain infrastructure that was previously maintained by the state.
I suppose my question is what are the differences between "Rural Node" status and Village status?
Apologies in advance if this is the wrong forum but I couldn't find an exact forum for this question.

Not an expert but I've seen nodes used to describe what might locally be considered a village but is really more a cluster of rural housing, and one that isn't fully serviced for public waste and water. The objective is to encourage more sustainable development in serviced locations. The local authorities will treat nodes as rural areas in their development plans with restrictions on what development will be permitted. Within the defined boundaries of villages further and more dense development will be permitted.

These settlements are the lowest tier in the settlement hierarchy and comprise of cluster of developments where public wastewater and / or public water infrastructure is currently not provided. These nodes contain important services including schools and community facilities supporting the surrounding rural area. Rural nodes are designated for small scale limited development at a sustainable scale for immediate local need including one-off housing for persons who comply with the local need criteria, local services, small scale employment and community facilities. The Council will support high quality designed development on appropriate sites in rural nodes subject to proper planning considerations and the environmental carrying capacity of the area.

In effect, it is saying that because the infrastructure is not in place, developement will be restricted.
