RTB Rent review calculator - "date last rent was set" - explain?

On the RTB calculator, it looks for "Date last rent was set" and "Date new rent is set".
"Date last rent was set" - does this mean the date the last rent increase was determined (and also the date the last rent increase was served) or the date that the last rent increase started? There is a 90 day difference between the date the rent increase is calculated and the date the rent increase starts.

Same for "Date new rent is set". Is this the date that the new rent amount will come into effect, or the date you calculate what the new rent amount can be?

If its your first rental increase on a newly rented property, its the date the tenancy started.
If its the second or subsequent increase on an already let property, its the date of the last rent increase.
