If there system is sending out 9 notifications then it must be counting him as 9 registrations.

Same property mentioned in all 9 separate envelopes from them
Separately from above there are 3 properties that I have got rid of and properly notified them of same still appearing on their list but at this stage I am not going to get my blood pressure any higher by contacting them anymore.
Some time ago a property that I had a property properly registered with them.
I had enormous trouble with them, I had to threaten them with legal action and that I would be seeking costs before I got a senior member in RTB to contact me and eventually sort it out.
I had written proof from them and letters from them as well contradicting themselves.
I could not make it up what went on and I would get it very difficult to get anyone to believe it even after reading all the correspondence.
Numerous phone calls were cut off deliberately by RTB personnel.
I have a regret that they did not let my issue into court.

In general terms, what was the issue?
I had a similar experience with them around correspondence.
Was trying to renew my registration while the same tenants were in the property. This was just prior to annual registration. I must have dealt with a least 20 different agents by phone.
There were about as many agents that I was dealing with by emails and the vast majority of them let the email correspondence go dead.
Not one phone was returned despite many promises to do so or correct the issue
The amount of lies and denials that I received was off scale.
At no stage did I loose the plot despite the provocation.
The incompetence that I had to endure for well over a year was unbelievable.
There were about as many agents that I was dealing with by emails and the vast majority of them let the email correspondence go dead.

I had a similar experience as well pre annual registration. I had to make a Freedom of Information Act application to get my file from them. They were claiming I'd never sent them forms which I had sent them. FOI were very persistent and eventually got their hands on my file. That sorted the matter out. It took nearly a year though and I was threatened with court proceedings.
As with you, I got all sorts of lies. I was passed from one agent to another and given cryptic or meaningless answers.
You'd think so wouldn't you...

The nub of my issue was due to incompetence on behalf of RTB was they could not retrieve my previous registration for the property at issue. ( you would never think it from my correspondence with them that they could be wrong. Infallibility comes to my mind. similar to another institution).
I honestly believe it is beyond change. Incompetence has become institutionalized and endemic and it would take many people to rectify what is wrong with this outfit.
My issue was a relatively simple matter and they made a dog's dinner of it.
I was advised by a supervisor at one stage to make out a totally new application and when I pointed out that this would mean that would entail me making a false declaration and I had to explain how this would come about and of course the phone went dead.
I emailed RTB requesting a written that person to reply to me by email but I am still awaiting a response years later.

Yep. Until you've dealt with them and seen first hand the incompetence then you'd just not believe it to be possible.
