Good morning everyone. We have a number of vans that are CVRT'd every year. The costs up to 2024 were as follows
Test Fee € 79.36
+ vat 23% € 18.25
RSA Levy € 13.55 vat exempt
Total €111.16

We have just recently put one of our vans through the CVRT and here is the current charges
Test Fee € 79.36
+ vat 23% € 18.25
RSA Levy € 27.48 over 100% increase
+ vat 23% € 6.32
Total €131.41

I rang the CVRT garage as I thought they made a mistake. They assured me these are the new charges.
Then I rang the RSA, the person I spoke with couldn't help as they get their instructions from the Department of Transport

Are people in business aware of these new charges and also the fact the Government Levy is now liable for vat?

I am really annoyed with how we working class are being hammered with increased fuel charges, paying sick pay etc
 
That's a €20.25 annual increase in the cost of keeping a van on the road. 39 cent a week. How exactly is that a rip off?
 
Fair point on the overall cost aspect, but i think the issue is how can the RSA Fee go from 13.55 to 27.48 in a year?

If 1L of milk went from 1.59 to 3.20 there would be war.
 
In fairness the fee has not changed for several years.

What is the Road Safety Levy CVR used for?​

The CVR Levy applies only to periodic tests. It does not apply to re-tests or enforcement tests. The Road Safety CVR Levy helps fund the CVR reform programme which has the aim of making our roads safer for everyone.
This programme has been worked on since 2007.

The CVR levy is being used to fund several initiatives which support compliant commercial vehicle operators including :

  1. An enhanced testing system with several benefits for road transport operators which support excellent customer service, including:
  2. Enhanced supervision, enforcement and compliance measures by the RSA. This includes, for example, increased roadside inspections, and inspections of operator premises to review roadworthiness and safety records and practices.
  3. An Operator Portal which can be used by CVR vehicle operators as a repository for their fleet. HCV & PSV owners and operators are required to complete a self declaration via this portal providing details such as vehicles in the fleet, type of goods transported, vehicle maintenance details. This is a mandatory requirement.
All in all, the system aims to :

  • improve the compliance and therefore the roadworthiness of commercial vehicles and deliver safer roads for all road users
  • provide a level playing field for CVR vehicle operators by supporting compliant commercial operators who would otherwise be undercut by non-compliant operators

a pound of branded butter has almost doubled since 2012 when the CVRT fee was last changed - €2.39 V €4.59 today

2L of own brand milk was €1.39c back in 2012 - €2.49 today. That's almost 80% higher.

In fairness its an overall 15% increase.
 
Yes, the Public Service Obligation Levy, where it is charged, is subject to VAT at 9%. I'm assuming it is the same for commercial consumers, but they get to reclaim the VAT, unlike Seán & Síle.

Not really the point is it? What extra value did the RSA provide to merit over a 100% increase in the levy during a single year when inflation was about 2% afaik?

The increase is not for a single year. As @peemac pointed out above the Levy hasn't increased in several years.
 
Their revenue has been rising well in excess of inflation already
They got €10 million from the CVT levy in 2020, €13 million in 2021 and €16 million in 2022.
Now it seems that they want at least €32 million from it this year.

I thought the RSA was being disbanded and NCT and licence administration was being returned to department of transport.
They spend so much on advertising campaigns whose value is questionable although it's good for their media buddies as it generates lots of income for them.That seems to be why media treats them with so much reverence
 
I remember back when Gay Byrne was its head that there was a distinct whiff of self-congratulation emanating from the RSA at the decline in road deaths at that time. Someone else had a article that said that the decline in deaths was more likely due to other factors, much safer cars, much better roads, better medical care, demographics (an ageing population), the rise of the off-licence and, unintuitively, increased road congestion. I don't like quangos in general, they're bad value and they're designed to be unaccountable and now we're getting an extra one so another ex-politician can have a nice little earner.
 
To be honest there is a bit of hysteria associated with road traffic accidents increasing, (I'm not minimising the effect of a road accident on an individual family) but its obvious that road accidents were going to increase eventually given the rapid rise in population and number of cars on the road. I mean the country's population has increased by 30% in the last 20 years, are there no mathematicians or staticians in the RSA?

A very good point and one that I've not seen mentioned.
The RSA has set a target of zero deaths by 2050 .
Of course they've no actual plan for this, it's just PR and Liz O'Donnell will get some pics taken holding some glossy folder.
Why did they choose 2050? Because none of them will be still in their jobs then and have to answer for this fairytale.
JFK set a target in 1963, that before 1970, the USA would put men on the moon and bring them back.
JFK set a deadline less than 7 years away for space travel, the RSA set one close to 30 years away, draw your own conclusions.
 
I pointed out in another thread that road deaths per kilometre travelled are less than one tenth of what they were 50 years ago. We have a tendency to catastrophise issues in this country and react in a hysterical and emotional way.

If you have several vans, doesn't that make you a business entity of some description?

If that is the case, the VAT portion of the costs you listed in the OP is irrelevant as you claim it back or offset it against the VAT you collect.

The costs you incur for the vans are offset against your tax bill, so why the whinging as if you're ordinary wage earners, rather than being capitalists?

Please tell me I'm wrong if I am.
