question about using L brackets for shelf

When putting up a shed shelf with L shaped brackets and one side of the L is longer than the other
Does the long one go on shelf or on wall? Or does it not matter?
Should they be under or over the shelf?

Long side is normally fixed to the wall.
 
Under the shelf and the long arm (usually) goes down the wall.

If the shelves will be carrying any weight you might consider using vertical reinforcing uprights resting on the floor to attach the brackets to.

When you say

do you mean running up the wall or out from the wall?
