qualifying payment for fuel allowance

Hello,

We applied for fuel allowance a while back and got a letter refusing it this morning stating that we are not in receipt of a qualifying payment.

We have been on JSA since early June 2010. Does the 15 month rule mean that we have to reapply in early September 2011 (when it starts anyway)?

You may not need to fill out another form, but just in case, you should ask when you sign in September.

Thanks a mil for the response Gipimann, I'll check with them so, just puzzled that they didn't say something like "don't qualify YET".
