No matter what the price, why can't a sports club member pay for the phone and have the hon. treas, or hon. sec. refund them out of club funds? The top up as required can be done with cash and get a receipt. Or as you have a club bank account, maybe try getting a club debit card or cheque-book.
 
Thanks everyone for the replies. I went with Sky in the end - so thanks for that Suzie. This way the club bank account could be used rather than someone using their own personal bank account and claiming it back every month.
