They are pretending to be from PayPal. Robotic voice claiming PayPal have detected an suspicious payment. Press 1 to approve it, Press 2 to talk to an operator to block the payment.

I got that today as well. If you press 2 you get a person who wants your 'details' so they can stop the payment. I told them I would look at it on the PC and deal with it there, and at that point they tried to insist that it had to be done over the phone or that I would have to 'come down myself to the paypal office'! Anyway, I hung up at that point. And needless to say there is nothing showing on my paypal account.
