I purchased a glazed picture on eBay and the seller specified that a particular type of packaging would be used for mailing it to me.
The packaging which was to be used was clearly not used by the seller, and the glazing broke in transit.
I paid by PayPal, so lodged my first PayPal dispute.

Just wondered if anyone had lodged such a claim with PayPal before and if you were successful in lodging a claim without such a document from an expert.

So it appears I require an expert on glazing. Even if I go to a shop to obtain such a document it's going to cost x amount, and since the item cost a total of 15 euro it wouldn't be worth paying someone at a shop to write out such a document.we ask you to please fax us documentation to support your claim that the item you have received was damaged or
significantly not as described.

from an unbiased third-party, such as a dealer, repair shop, appraiser, or
another individual or organisation that is qualified in the area of the
item in question (other than yourself). It should be clear from the
document what the extent of the damage is or provide an explanation how the
item you have received is significantly different from how it was
described. Its important that this document is on a letterhead that
includes the name, address, and phone number of the individual, business,
or organisation so we can contact them if necessary.
