This may be the fairly common problem of blocked plenum drains causing an overflow of water into the cabin.
Basically the drains for water off the windscreen get blocked, in heavy rain the channels fill up and overflow into the cabin via the ventilation system. The water often runs down the side of the passenger footwell which is where a lot of the relays are, causing shorts and corrosion.
My 99 Passat had this problem, the alarm went off randomly.

To the best of my knowledge the only thing located under the passengers seat is the CCU (Convienience Control Unit) ~ controls the electric windows, mirriors etc the relays and the fuses are on the drivers side.The fuse panel can be located by opening the drivers door and removing the panel on the side of the dash. To access the relays you remove the fuse panel itself it held in place with a couple of torx screws.
