Why are you so concerned about who complained?
Was their complaint valid?
Do you have an authorised development?
I think it would be more 'contructive' to actual deal with the required planning issue about your shed- do you need to apply for planning retention?
As stated in my original post, the shed is exempt from PP as it does not exceed the size regulation.

obviously the shed is not exempt as the planning authority require that retention permission be applied for.
this is probably a case where there is already outbuildings. Thus, the floor area of these existing outbuildings, taken together with this subject building, cannot excede 25 sq m.
You simply cant keep building 25 sq m sheds and say each of them is exempt.
