Can't remember the explanation but lower quality copper seems to be one factor!

Why is the copper one rusting

Even in the best of conditions, copper degrades over time. Corrosion inhibitor is added to heating loops to slow this down, but even small leaks and top-ups introduce fresh water that will accelerate it unless treated.

Many of the better apartment complexes use stainless tanks for this reason, as the results from a leak on an upper floor can cause massive damage.
