It sounds to me like this is definitley a problem that would fall under the homebond cover. I would suggest contacting the site foreman, but also escalating up the ladder at Manor homes. Something in writing can have more impact than a number of phone calls. You might include a comment in your letter to Manor homes that you will be looking to claim under homebond unless they speedily resolve this to your satisfaction. You might also have a claim against them for any damage to flooring, furniture, etc.
