Is energy credit the best option?

Ideally we should use less energy, normally you could encourage that with higher prices. But that's unacceptable. I wonder could smart meters handle a progressive tarrif. When you're usage exceeds a certain level a penalty tarrif kicks in. But given the issues providers have getting bills right it would probably never work.
