I was curious about that so checked my (AIG) policy wording.
I guess that, in practice, that probably means any/all incidents/accidents since even if you and the other party agree at the time to settle it "privately" either party may change their mind and make a claim?
I guess that this is the section to which you are referring?

Policy wordings vary as between insurers. However, you can take it safely that the requirement to notify is in all motor insurance contracts.
Policy wordings will usually prohibit private negotiations or admissions unless approved previously by the insurer.
The statutory requirements are to be found in sections 71 and 72 of the RTA 1961.
