Incorrectly did a form 11 for 2019

A friend of mine started as a sole trader in 2019 but also filled a form 11 in 2019, now she was only suppose to do her 2019 form 11 this year so the form 11 she did in 2019 was for 2018 yet she didn't even need to do one because she was paye
Any advice when it comes to this year's?

When she filed a Form 11 in 2019 - was any tax paid? If so, that will count as preliminary tax and she will only have to pay the balance this year
