Incorrect BER, what can I do?

I had a second BER done to avail of grant for solar installation. I was a bit disappointed that we had only improved our first one done 12 yrs ago by one level. The Inspector said that the regulations nowadays are different to back then. A BER cert is valid for 10 yrs.

I have long been of the opinion that BER means nothing. I once looked at a place Dublin Corporation were selling, they had a BER of C on the brochure. The building was missing most of its windows, covered with steel shutters and remaining were single glazed steel. The copper thieves had visited, it had no insulation at all, and the ESB was disconnected.
