The OP appears (might be a mistake but I'd assume not) to be asking how to remove ANTI-spyware software (e.g. one of the tools Silvamuppet is talking about above).YOBR, have you installed any of the freeware available that scan's your machine and removes these chaps (spybot and adaware are decent tools).
I have been trying to delete this programme from my computer but I keep getting a message saying I have to close the programme first. any ideads how I could delete it?

Try booting into safe mode and uninstalling it there.

Some applications (and I'm thinking Norton and Update Manager which often come preinstalled) can be very difficult to remove unless you do it by the book and use the uninstallers those companies supply.
