How are means assesed for One Parent Family Payments?

How are means assessed for this? Say if there are a number of joint accounts and also some accounts in each spouses name, is the total found and then halved to give means?
Or are the value of joint accounts halved and then money in persons name (say wifes names) added on to give her means?

Are outgoings such as mortgage payments taken into account and if so in what way? Say one spouse is in the house and paying mortgage is the full payment taken into account or is it halved?

Also, any other outgoings taken into account?

Any help would be greatly appreciated.

Presumable, if there is a split in the relationship, joint accounts will be sorted out/divided to reflect the fact that a person is not in a relationship before any assessment is asked for; only their capital and any maintenance agreed/paid is counted as means

say the a/cs are fixed for some more time and haven't been sorted out yet, is it possible for social welfare to take this into account? Say take half the amount. Do they take the mortgage payments into account?
