Health Insurance Health insurance and residency requirements - daughter moving home to Ireland

My daughter is working in the UK and has UK health insurance with her employer, however, she needs back surgery due to disc issue and wants to have that surgery at home as she will need some help for first two/three weeks post surgery.

She has continued to pay her VHI policy whilst abroad - just let it run as didn't see the point in cancelling it as she was going to get health insurance with her job in the UK, so no need for international cover.

She is moving back in April, that is transferring residency with TOR Form to Ireland and importing her car to Ireland, giving up her job and accommodation in the UK.

Will the fact that she is transferring her residency back to Ireland in April mean that she will be able to use her VHI policy from April onwards or will she have to wait the 180 days to use it as per the policy? With the TOR she will be resident in Ireland from mid April onwards.

Any advice/comment on this issue would be really appreciated.
