HAP payment and overholding tenant .

Maybe someone has experience or knowledge of this situation. If a tenant overholds having been given notice to terminate will HAP continue to issue to the property owner. The payment is made once a month into the landlords bank account. The tenant also pays a portion of the rent to the landlord. Thank you.
