I believe HMRC have made a mistake as I can see 3 years paid contribution on my National insurance record (plus the 3 as the credit they give age 17-19 ).

There is nothing in the letter about how to appeal !

Do you fulfil the residency criteria as well as the contributions criteria?

I have no specific info. regarding appealing, sorry.

no i didnt have the 3 years residence but that isnt necessary i believe

I think in limited circumstances it may not have been necessary for some, but I haven't had to delve into that myself.

You need a careful re-read of the guidance notes I suggest, perhaps the information how to appeal is on there too.

Write back with a copy of all your supporting documentation; state that you are appealing their decision.

Might you have made a mistake on your original application?

Edit to add: what exactly was declined? Does the letter say you are Class3 or does it say you can't pay NICs at all?

So what reason did they give you for refusal, usually it is that you didn't work for full 3 years or have 3 years contributions but then they give you the option to use work in another EEA country as a means to meet 3 year minimum?

no reason given , generic response quoting all the general requirements ....!!

I called HMRC ,guy on phone no experience of these . He said he sent referral back to case worker section.

My own guess is that the person who reviewed it didn't know the rules themselves ... got a too quick reply within 1 month! ...
or
they say no to discourage overseas applications as that aspect got a mention in the FT at the weekend.....
