I think it depends on the builder. When our flat was being built, we had no options to choose from.
However, when we did the snag list, we noticed that there was only two powerpoints on one side of the kitchen, meaning we couldn't use any electrical appliances on the other side. We asked the builders to come up and they said it wasn't an oversight, but after a lot of huffing and puffing they agreed it was a design fault and put another one in, free of charge.
We also didn't have any powerpoints on one side of the livingroom wall - couldn't really complain about that, but we did get the electrician on-site to install one through the stud wall from the bedroom and paid him for it, was very reasonable.
