External Wall Insulation - SEI Grants

I am looking at getting attic insulated and the external walls under the SEI grants scheme.
I have just spoken to my neighbour who is about 2 steps ahead of me on this. She informed me that she was not getting anything under the grant for getting her external walls done.
My question is that what exactly does the external wall insulation cover? Is it the dry linign of external walls of the house or does it cover getting the pumped insulation into the external walls (this is what she is getting done - she was unable to tell me why she wasn't getting grant for this part).

There are 3 different wall insulations here...

1. External - insulation is fixed externally to the outside walls
2. Internal - dry lining - insulation is fixed internally to the outside walls
3. Cavity Wall - pumped insulation inside the external walls

She is possibly going with a system that does not meet the criteria for the grant. Certain levels of certification are required for products used under the grant system.
