One of the criteria for rent allowance is that you sign on the council's housing list, i.e., you are in need of accommodation.
You have an appartment, regardless of where you live, therefore I don't think you would be eligible, but I stand to be corrected.

If you own a property and have an income from letting it this would be counted as means.
Unless this is your only means and less than the threshold I doubt you would qualify. I don't think they are too happy about accepting anybody who owns a property as the whole point of rent subsidies is to put a roof over the head of somebody who doesn't have anywhere to go. The exception to this would be if you were separated/divorced and unable to live in the family home.

Actually the income from letting isn't counted as means - the property itself is though.

As Mel pointed out, one of the criteria for qualifying for Rent Supplement is that you are assessed by the local authority as having a housing need. If you have a property, it is very unlikely that the LA will declare you as having a need.

You could consider moving back into your own property and seeking help by applying for Mortgage Interest Supplement?
