BBC, RTÉ etc aren’t generally the rights holders except for their own in house programme, the rights holders are the actual programme makers, actors etc.

In these instances BBC retain subrogated rights, and it is the licensing agreement to provide their broadcast content to streaming providers that stipulated that users should be prevented from recording that content or viewing it outside of the scheduled broadcast times. If it were actually up to the principle rights holders you would have a much more complex situation where some shows could be recorded while others remained blocked.

Again, that’s exactly how it currently works, you’ll find many shows and especially movies that will remain blocked on cloud recording platforms as the rights for them don’t include cloud recording systems. Or you’ll press save on a movie say on RTÉ and when you go to play it back Sky Glas will offer it to you from Sky Movies for a 10€ charge. In most of the newer setups the steaming providers don’t even cloud record at all as the rights are so complicated, they just agree a background access system to the broadcasters player infrastructure and it’s managed directly by the broadcaster.
