In these instances BBC retain subrogated rights, and it is the licensing agreement to provide their broadcast content to streaming providers that stipulated that users should be prevented from recording that content or viewing it outside of the scheduled broadcast times. If it were actually up to the principle rights holders you would have a much more complex situation where some shows could be recorded while others remained blocked.BBC, RTÉ etc aren’t generally the rights holders except for their own in house programme, the rights holders are the actual programme makers, actors etc.
