Draigean -there are two taxes in France. One is habitation tax the other is the actually property tax - tax fonciere.
I pay the tax fonciere on my French property but the resident pays the habitation tax. The property tax -tax fonciere - on my small apt is ca. .6% of the estimated value of the property.
At least in France ,like in UK, like in USA one can claim payment of property tax against rental income.
