I am thinking of buying a property for my daughter going to college in September , if my daughter lives in one room can I let the other rooms and the people living in the other rooms are licencees and not tenants I don’t want my daughter to end up living with people that may not turn out nice and not be able to get the out, can it still be considered an owner occupier property if my daughter lives there ?

Well you're the owner and you're not occupying it.

Simple answer is to have your daughter as your tenant & let her pick people to share. They are her guests and can be asked to leave at any time.

You won't be living there so you'll be on thin ice trying to convince anyone (PRTB) the people renting are licensees and not your tenants.

However, if it were your daughter's primary residence she could sublet to the others.
