Cost for 12m² extension

Hi we are in a 3-bed semi with converted garage at side. We are considering adding a small 3m x 4m extension behind the garage to house a utility and WC.
Would a budget of 30K for builders finish be completely unrealistic? We are happy to paint and lay flooring but wouldn't be confident with plastering, plumbing etc.
Our other option is to convert the attic to achieve an en suite bedroom and forget the dream of a utility room

According to this link: https://www.onlinetradesmen.ie/Blog/kitchen-extension-build-costs.aspx?ArticleID=604&tabid=531, 2.5k-3.5k / sqm seems to be going rate (2022 prices). It's for a kitchen but I'd expect it's a reasonable ballpark for what you're doing.
