Claiming a local authority pension - who to call?

I have an relative who worked for a few years for a local authority in the late 70s.

He is past pensionable age but has never gone about claiming the pension and hadn't even considered it until I reminded him.

Three questions:
  1. Should he approach NSSO/Peoplepoint or the local authority itself?
  2. Can it be backdated to his 60th birthday?
  3. What proof of identity is likely to be needed?

PeoplePoint manage HR and pensions for the Civil Service only, as far as I know.

First port of call will be HR of the relevant local authority, who can advise further.
