Civil Servant D1 PRSI/Election to pay Class S PRSI?

A person works as a civil servant and pays class D1 PRSI. This person is also a joint owner of a farm.
Can this person also elect to make a class S PRSI contribution annually in the same manner as a self-employed person, in order to be eligible to receive a State pension at retirement?

Any advice appreciated

No. And the only exceptions are Civil or Public servants who ps D1 PRSI contributions.
