Can you still get cash-back when paying by debit card?

although now that I think of it I only ever withdraw cash from my Revolut account. Maybe that’s why.

Could it be this?

I don’t think so.

Revolut only charge me when I go over the €200.

The ATM provider warns me on screen that it’s a separate fee to whatever my bank charges me.

Now that said Lidl didn't accept credit cards, only debit cards, long after everyone else did, until a couple of years ago, so they might have a more bespoke arrangement with their bankers that don't cover this at a price thats workable for them.
