I was driving up the other day and I broke a white line there was a detective walking up and had stopped as I was turning he didn't approach me was at his phone and went on does he have to notify me if he is charging me ,

What you did was an offence under the legislation, but one many thousands of road users commit on a daily basis with very little enforcement (3,497 offences registered in August). If he is so inclined he could issue a fixed penalty notice (3 points) via the post, chances are he won't bother with the admin.
