but is that just the interpretation that the irish revenue have come up with that ETFs are equivalent to life policies. Because at the end of the day no other european country seems to have this type of taxation for ETFs , only Ireland. Therefore there must be some factor that revenue are interpreting differently to every other country, therefore that needs to be drilled down into surely?
There is no regime in the World (I haven't checked) like our Exit Tax regime. But that is how we tax collective investment vehicles - end of.

unless the collective investment isn’t materially the same as an Irish collective investment in which case they are taxed under general tax principles rather than under the exit tax regime. But that requires a forensic analysis of the prospectus document of each fund under consideration which is itself madness
 
Aren't Revenue supposed to be merely implementing tax legislation and wherever there is doubt over implementation leaving it to the legislators, and/or by the relevant government department, in this case the Dept of Finance, to direct how it should be implemented?
