ARF Mandatory withdrawal at age 61

Hi everyone, just reading above, I presume if you work until 65 and then convert your pension into an ARF at that point above does not apply?
Its only if you've converted to an ARF at age 60?

If you have an ARF, from the year in which you turn 61 you are obliged to withdraw at least 4% of it, or face taxation on a notional 4%. So if you start your ARF at 65, you need to withdraw at least 4% per year straight away.
