Hi There
My advice to you is this, invest in a good architect, spend the money on that. We got planning permission first go because when we went for the pre planning meeting the planner said, "at last, someone has designed a house to suit a site and local area and not just said I want this house on this site". They said you wouldnt believe what people do instead of concentrating on the design of the house. I went to the pre planning meeting with my architect and every question or query the planner asked, he answered. We had hardly any conditions on the house just a few on the entrance. Also the local councellor offered to go to the pre planning meeting with us and the architect wouldnt allow it, said he would prefer to work off his own merit. We were in another county too moving back home.

I dont think moving from the west of Ireland would class anyone as a returned emigrantyes you can....
and there is a specific mention of returning emmigrants in the 'Sustainable Rural Housing Guidelines'....... you do not need to sell or move before you make your application.....
The rule in waterford was that you have to have been living within seven miles of the proposed site and that you if you satisfied that you could not have been living in the town or village and move out to the countryside.
As my partner is a nurse we got a letter from a local doctor that she was moving closer to home to mind her parents in their old age, i also got a letter from work stating that i would be working on sites through out munster.
I know pre planning meetings can be of very little help but if your husband had outline plans for what you wish to build before putting too much work in to it, the planners should put him straight as to what they do and dont like check their website and houses in the surrounding area.
