AIB Card lost, then frozen on mobile banking, then card was found but phone stopped working so mobile banking cannot be accessed to unfreeze

Does anyone know if card can be unfrozen by AIB by ringing them up? I would say yes but have been (unpleasantly) surprised by AIB in the past.

2 factor authentication means Mobile Banking cant be accessed on another phone. No card reader and branch cannot be visited.
 
There is no eSim.

This is for someone who is abroad. I am transferring them money via Western Union. Their phone is out of the question.

Can they ring AIB Mobile Banking to unfreeze?

I don't think any bank be they BOI/AIB etc or Revolut/N26 etc facilitates people in these situations while abroad, unless for the mobile only ones they get a new phone. So the Western union transfer is probably the maximum / only thing possible.

I was mugged in Athens back in 2014 and had about 800eur wired through Western union through my stolen credit card with BOI. I also had a secondary smartphone on me but banking apps weren't a thing back then I think... that time I had had my primary phone and all my bank cards in my wallet stolen. If I go on holidays again these days I would leave all my bank cards and the secondary smartphone in the accomm, so if I'm mugged I have a fall back of sorts.
